In response to a Notice of Motion, proposed by Councillors S Cook and Baker, at the meeting on 24 April 2014 Full Council passed the following resolution:-
“This Council believes that a Committee system is appropriate for its Governance in the future and asks the political management member panel to consider the issue at the earliest opportunity and recommend a system of governance to the Council and that it meets in public.”
The Political Management Member Panel met in public on 14 July 2014 to consider the issue and made the following recommendations to Full Council:-
Audio Recording of meetings of the Panel
That an audio recording be made of the meeting and any further public meetings of the Panel that it might wish to hold for the development of the governance arrangements following a resolution to change to a Committee system.
Future system of Governance for the City Council
That the Council passes the necessary resolution to commit the Council to a Committee system of governance with effect from the Annual Meeting of the Council in 2015.
Developing governance arrangements following a resolution to change to a committee system of governance
(a) That the Political Management Member Panel act as a Commission, with an entirely independent Chairman appointed by the Chief Executive, in consultation with the Panel Members, to develop the detailed design of how the Committee system would operate practically.
(b) That the meetings of the Panel in relation to the development of the design of a Committee system be held wholly in public subject to the provisions of Schedule 12A of the Local Government Act 1972 (as amended) when there are any confidential items of business.
TO CONSIDER and, if thought appropriate, TO APPROVE the recommendations.
